Cannot Change Input Locale When You First Log On in Windows XP (294484)

SYMPTOMS

When you use a computer that runs Windows XP and has more than one password- protected user account and more than one input language installed, you are not able to change the input locale when you first log on after you restart the computer.

CAUSE

This behavior can occur because the operating system gets a list of keyboards during the initial setup. When you log on, you are in your own session, which has the initial keyboards installed.

RESOLUTION

To resolve this behavior, log on to the computer, and then switch back to the Welcome screen. Press ALT+SHIFT to change the input locale.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
