The following Microsoft Knowledge Base article describes a registry entry and hotfix that you can use to configure the Registry Hive Cell Size algorithm:
283217 Registry Hive Fragmentation Fix May Cause Excessive SAM Registry Hive Size
This fix does not allow you to switch to the new behavior; it only uses the original behavior even if the registry key is changed. By default, this fix enables the original behavior.
RESOLUTION
A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem.
