When you are using Internet Explorer in Kiosk mode, the "Open in New Window" Internet Explorer restriction may not restrict users from opening new browser windows by using the History pane. This restriction would normally prevent users from opening new instances of Internet Explorer.
CAUSE
This problem can occur if Internet Explorer does not check for the "Open in New Window" restriction when you right-click a URL that is located in the History pane.
