Visio2002: Error Message When You Create a New Database Drawing: The Language DLL 'VBE6INTL.DLL' Could Not Be Found (294008)

When you attempt to create a new drawing with a template in Microsoft Visio, you may receive an error message similar to one of the following:
The language DLL 'VBE6INTL.DLL' could not be found.
Unable to load the resource file: meres.dll
ERROR - Failed to initialize the Modeling Engine.
CAUSE
This behavior can occur if all of the following conditions are true:
- Visio is installed to run from the network.
-and- - You use the Database Model Diagram as the template.
-and- - The template is specified as Not Available at installation time.
When Visio is installed to run from the network, solutions and add-ons that are specified as unavailable are listed in the menus, and are accessible.
RESOLUTION
To resolve this issue, follow these steps:
- Start Visio Setup.
- Click to select the Add or Remove Features check box, and then click Next.
- In the Features box, click the arrow next to Solutions, and then click Run from Network.
- In the Features box, click the arrow next to Add-ons, and then click Run from Network.
- Click Install.
