Visio2002: Error Message When You Create a New Database Drawing: The Language DLL 'VBE6INTL.DLL' Could Not Be Found (294008)

SYMPTOMS

When you attempt to create a new drawing with a template in Microsoft Visio, you may receive an error message similar to one of the following:
The language DLL 'VBE6INTL.DLL' could not be found.

-or-

Unable to load the resource file: meres.dll

-or-

ERROR - Failed to initialize the Modeling Engine.

CAUSE

This behavior can occur if all of the following conditions are true:
  • Visio is installed to run from the network.

    -and-
  • You use the Database Model Diagram as the template.

    -and-
  • The template is specified as Not Available at installation time.
When Visio is installed to run from the network, solutions and add-ons that are specified as unavailable are listed in the menus, and are accessible.

RESOLUTION

To resolve this issue, follow these steps:
  1. Start Visio Setup.
  2. Click to select the Add or Remove Features check box, and then click Next.
  3. In the Features box, click the arrow next to Solutions, and then click Run from Network.
  4. In the Features box, click the arrow next to Add-ons, and then click Run from Network.
  5. Click Install.
