Visio2002: Cannot Set Visio to "Installed on First Use" in Windows NT 4.0 (293970)

SYMPTOMS

When you attempt to perform a custom installation of Microsoft Visio on a computer running Microsoft Windows NT 4.0, there is no option to set Visio to the Installed on First Use installation state.

CAUSE

This occurs because the version of the Shell32.dll file in the WINNT\System32 folder is earlier than 4.72.311.0. The Installed on First Use option depends on the advertisement and installation-on-demand features of the Microsoft Windows Installer. These capabilities are only supported on Windows NT when the version of the Shell32.dll file is later than 4.72.311.0.

RESOLUTION

To resolve this issue, install the Windows Desktop Update to update the Shell32.dll file. The Windows Desktop Update is included with Internet Explorer 4.01 Service Pack 1 or later with Active Desktop.
