XADM: "You Do Not Have Permission to Send the Message on Behalf " Error Message If You Send As Distribution List (293773)

SYMPTOMS

In Microsoft Outlook, if you try to send a message and the From field is populated by a distribution list, you receive the following error message:
You do not have permission to send the message on behalf of the specified user.
You receive this error message although the appropriate account has Send As rights for the distribution list.

CAUSE

The distribution list rights are cached in the Information Store. After you give accounts the correct rights, you have to stop and restart the Information Store service.

RESOLUTION

To grant Send As rights for a distribution list, follow these steps:
  1. In Exchange Server Administrator program, click Options on the Tools menu. Click the Permissions tab, and then click to select the Show Permissions Page for all objects check box.
  2. In the Administrator program, open the properties for a distribution list.
  3. Click the Permissions tab.
  4. Add the Microsoft Windows NT account or group, and then change the role to "Send As". Click OK to close properties.
  5. Stop and restart the Information Store service.


To send as the distribution list from the client, follow these steps:
  1. On the File menu, point to New, and then click Mail Message to compose a new message.
  2. In the new mail message, click From Field on the View menu.

    The From button is now visible.
  3. Click From.
  4. Click or type the distribution list that you want to send as, and then click OK.

Complete the message, and then send the message. Any replies to this message are sent to the distribution list.

In Exchange Server 5.5, the information store caches information that is contained in the directory store. By default in Exchange Server 5.5, the information store service re-reads the cache every 120 minutes. This applies to distribution list rights which are cached in the Information Store.

To gain immediate access rights to Send As rights on behalf of a distribution List, you must give the account the correct rights, and then you must stop and restart the Information Store service, which causes the Information Store to re-read the information from the directory store when it restarts.

You can change the default value in the registry for the Mailbox Cache Age Limit to a shorter value, such as two minutes. This gives you immediate access to the send as rights for a distribution list after a change. The entries in the MBI cache are controlled by two registry settings. The Mailbox Cache Age Limit setting and the Mailbox Cache Idle Limit setting control how long the entries in the MBI cache survive. The default values for these settings are 120 minutes and 15 minutes.
