SYMPTOMS

When you install Microsoft Visio 2000, you may receive one of the following error messages:
Installing program locally failed. Internal error 2381.

-or-

Installing program locally failed. Internal error 2359.

CAUSE

This behavior can occur when all of the following conditions are true:
  • The operating system is Windows NT 4.0, with Service Pack 6.
  • The hard drive is partitioned, with drive C formatted as file allocation table (FAT) 16, and drive D formatted as NTFS (or vice versa).
  • The target directory when installing Visio is the NTFS drive.

RESOLUTION

To work around this behavior, specify the FAT 16 or FAT 32 drive rather than the NTFS drive as the target installation drive.

NOTE: Microsoft recommends that you disable any antivirus and system scanning software, any programs, and any unnecessary processes when you perform this procedure.
