Meaning: Synchronization could not open the file.

Effect: If this is a cluster member, the file will not be synchronized until the problem causing the error is fixed. Synchronization will continue for other files and this does not affect the other cluster members. If this is the cluster controller, the file will not be synchronized on any member until the problem causing the error is fixed. Synchronization will, however, continue for others.
