Items in the All Programs Menu Do Not Appear Properly Sorted After Sorting the Items by Name (291082)

When you click Start, click All Programs, right-click a program, and then click Sort by Name, items may not appear to be sorted properly. Activate Windows, Windows Update, and possibly some third-party programs may appear at the top of the list, separate from everything else.
CAUSE
This behavior occurs because the items at the top of the list are shortcuts that are located in the Documents and Settings\All Users\Start Menu folder or the Documents and Settings\ username\Start Menu folder. In previous Start menus, these items appear at the top of the menu, but with this Start menu, they appear in the All Programs menu. When you use the Sort by Name command, items in the All Programs menu are sorted alphabetically in the following order:
- Folders in the Start Menu folder
- Shortcuts and programs in the Start Menu folder
- Folders in the Start Menu\Programs folder
- Shortcuts and programs in the Start Menu\Programs folder
RESOLUTION
To resolve this behavior, arrange the items in the All Programs menu in a specific order by using a drag-and-drop operation to move them to the desired location.
