SYMPTOMS
After you install Internet Explorer 5.01 Service Pack 2 (SP2), the Microsoft Outlook Express Pluggable UI or PlugUI components no longer work.
CAUSE
This problem occurs because the Outlook Express (OE) version number changed from 5.50.4133.2400 to 5.50.4522.1200. Because there is no resource change, the PlugUI version remains 5.50.4133.2400. Therefore, localized resource files cannot be loaded because the version compare fails (MLLoadLibrary).
RESOLUTIONTo resolve this problem, obtain the latest service pack for Windows 2000. For additional information, click the following article number to view the article in the

To resolve this issue, follow these steps:
- Start Registry Editor.
- Locate and click the following key in the registry:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\International - On the Edit menu, click Add Value, and then add the following registry values:
Value name: msimn.exe
Data type: REG_SZ
String: 5.50.4130.0100-5.50.4699.9999
Value name: wab.exe
Data type: REG_SZ
String: 5.50.4130.0100-5.50.4699.9999
- Quit Registry Editor.
- If you apply Windows 2000 SP2 to a Windows 2000 computer, these entries are added to the registry.
