After you upgrade to Windows Millennium Edition (Me) and change to a different Internet Service Provider (ISP), you may receive the following error message when you try to connect to the Internet:
Hardware failure, modem is not properly installed or not switched on
RESOLUTION
To resolve this behavior, contact your ISP to inquire about hardware compatibility issues.

You may be able to resolve the behavior by starting the computer in Safe mode and then, in Device Manager, checking all the profiles for duplicate devices, removing the duplications, and then restarting the computer.
You can also examine the Internet dial-up connection to make sure that the settings are correct.
