PRB: Error Message on MSXML3 Setup - "Error Creating Process msiexec.exe ..." (289792)

The following error message might occur when you attempt to install version 3.0 of the MSXML parser on a Microsoft Windows 95, Microsoft Windows 98, or a Microsoft Windows NT 4.0 Workstation or Server:
Error creating process msiexec.exe /i msxml3.msi
Reason: The system cannot find the file specified.
CAUSE
Windows Installer is not installed on the target computer. The installation process has changed for version 3.0 of the MSXML parser. The main setup program for MSXML 3.0 and subsequent releases is an MSI file that requires the Windows Installer.
RESOLUTION
Download and install Windows Installer on the target computer prior to executing the MSXML 3.0 setup.

The Windows Installer is released with many newer Microsoft products, such as Microsoft Office 2000. However, Windows Installer is not installed on your computer if you are running the Microsoft Windows NT 4.0, Windows 95, or Windows 98 operating systems and have not installed one of the products that redistribute the Windows Installer.
