Terminal Services Home Folder Has Incorrect Permissions for Windows NT 4.0 Target Server (289677)

When you specify a Terminal Services home folder by using the Active Directory Users and Computers snap-in, Windows automatically creates the home folder for you. If the server that contains the folder is a Microsoft Windows NT 4.0-based server, the user does not have access to the folder. This works correctly for a Windows 2000 target server.
CAUSE
If the server that contains the target folder is a Windows NT 4.0-based server, the NTFS permissions are assigned incorrectly and do not contain the user in the access control list (ACL).
