FP2002: "You Do Not Have Permission to Do This Operation" Error Message Appears After You Apply a Theme to a Web (289335)

When you attempt to apply a theme to a Web, you receive the following error message even though the files for the theme are successfully uploaded to the Web site:
You do not have permission to do this operation. Ask your Web site administrator to change your permissions and then try again, or log on with a user account that has this permission. To log on with a different user account click OK.
CAUSE
This problem can occur if you are a Web Author attempting to apply a theme to the Web. With FrontPage 2002 Server Extensions, the Author role does not have the Theme Web right, a requirement for applying a theme to a Web. By default, the Advanced Author and Administrator roles have the Theme Web right.
RESOLUTION- Have yourself added to a role that has the Theme Web right.
-or- - Have the existing role modified to include this right.
