LDAP_LOCAL_ERROR Occurs During Server Restart and LDAP Operations Do Not Work (289221)

While a server is restarting, you may receive an error message about LDAP_LOCAL_ERROR, and LDAP operations do not succeed. Debugging the server reveals that security also does not succeed, and subsequent operations on the connection do not work.
CAUSE
This behavior can occur if Wldap32.DLL starts but the LDAP service does not properly bind to the directory.
