Using English Version of Windows 2000, Cannot Dial from Portugal to Activate License Servers (289170)

SYMPTOMS
When you try to activate your license servers by telephone, calling from Portugal and using a computer that is running the English version of Windows 2000 Server, you cannot dial correctly.
CAUSE
This behavior occurs because the telephone number to dial begins with a zero (0) for dialing within the United States, instead of a 2 for dialing from Portugal.
RESOLUTIONTo resolve this problem, obtain the latest service pack for Windows 2000. For additional information, click the following article number to view the article in the

To resolve this behavior, use the registry to change the telephone number if you have already installed Terminal Services Licensing: WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may
require you to reinstall your operating system. Microsoft cannot guarantee that you can solve
problems that result from using Registry Editor incorrectly. Use Registry Editor at your own
risk. - Start Registry Editor (Regedt32.exe).
- Locate the Portugal value under the following key in the registry:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\TermServLicensing\
LrWiz\CSNumbers NOTE: The above registry key is one path; it has been wrapped for readability.
- Double-click Portugal, type 2141 54065, and then click OK.
- Quit Registry Editor.
NOTE: Installing Service Pack 1 may restore the incorrect phone number. You may have to perform these steps after the installation.
STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
This problem was first corrected in Windows 2000 Service Pack 2.
