SYMPTOMS

When you are running an HTML program (an .hta file), Internet Explorer does not run a Java program that is packaged in a signed .cab file and the following error message is displayed:
Your current security settings prohibit running ActiveX controls on this page. As a result, the page may not display correctly.
This issue does not occur if:
  • The .hta program uses a signed .cab file that contains ActiveX controls.
  • You are using an HTML file instead of an .hta file.

CAUSE

This behavior occurs because Mshtml.dll does not check the security zone correctly for .hta files.
