Meaning: Application Center could not create an asynchronous event status thread. The request forwarder uses this process to poll for cluster state.

Effect: Request forwarding might not function correctly.

Effect: Internet Information Services (IIS) might be restarted. IIS and request forwarding should function normally after they are restarted.
