After you set event logging for MSExchangeTransport to maximum (on the Diagnostics Logging tab of the server properties in Exchange System Manager), multiple event ID 4000 messages may be logged. The description in the event ID 4000 message is general and does not include specific information about the issue that you are trying to troubleshoot.
The MSExchangeTransport event ID 4000 message is logged when a connection fails for a reason other than a specific protocol error. Other reasons for connection failures include Domain Name System (DNS) problems, connection failures because the server is not online, and dropped connections when the server is overloaded or hits internal errors.
CAUSE
This problem can occur because in versions of Exchange 2000 earlier than Exchange 2000 Service Pack 1 (SP1), event ID 4000 does not include the diagnostic string that obtains more detailed information for the event description.
