"Cryptography Error 80090020" Error Message When You Try to Start German-Language Terminal Server Licensing (288397)

When you set up a Windows 2000-based computer with Terminal Server Licensing installed in German, the following error messages may appear in Event Viewer after you run a pageheap utility, enable the License server, and then restart the computer:
Terminal Server Licensing cannot be started due to the following error - code cannot be imported in Cryptography - error 80090020
Terminal Server Licensing cannot be started due to the following error - Cryptography cannot be initialized
The service "Terminal Server Licensing" was terminated with the following server specific error 3221291009
You may also experience an access violation in which the computer stops responding. Also if you turn off the pageheap utility, the issue does not occur.
