OL2002: Outlook Is Not the Handler for Newsgroups on Locked Windows NT 4.0 Systems (287853)

You cannot use Outlook 2002 as the newsgroup handler on a locked Microsoft Windows NT 4.0 system.
CAUSE
This behavior occurs because the HKey_Local_Machine registry key is a read-only key for Microsoft Windows NT user accounts.
Outlook 2002 Setup writes specific values to the HKey_Local_Machine registry key to make Outlook 2002 the default client for news, but not the default handler of news. The first run of Outlook 2002 copies the registry trees from the HKey_Local_Machine registry key to the HKEY_CLASSES_ROOT registry key to make Outlook 2002 the default client for news.
On a locked down Windows NT 4.0 system, the HKEY_CLASSES_ROOT registry key is actually in the HKey_Local_Machine registry key. Outlook 2002 cannot write to the HKEY_CLASSES_ROOT registry key, and the news protocols are never registered.
RESOLUTION
To resolve this behavior, upgrade to Microsoft Windows 2000.
This issue is resolved when you use Windows 2000 because the HKEY_CLASSES_ROOT keys are per-user, and Outlook 2002 registers the protocols for the current user.
