SYMPTOMS

After you successfully start Microsoft Excel 2002, you may receive the following error message:
Microsoft Excel 2002 has not been started or is not installed. Install and/or start application, then press F5 to refresh.

CAUSE

This error message is generated by the Microsoft System Information (Msinfo32.exe) utility under Component Object Model (COM) Add-Ins.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

Information about a large number of system components is provided by Msinfo32.exe, including information about COM Add-Ins associated with particular programs. You can start Msinfo32.exe from the Run box on the Start menu, or from the dialog box that appears when you click About on the Help menu in any Microsoft Office XP program.

For example, to learn about the COM Add-Ins associated with Microsoft Word 2002, follow these steps:
  1. Start Word.
  2. Click Start, click Run, type msinfo32 in the Open box, and then click OK.
  3. On the Tree tab, expand Office 10 Applications/Microsoft Word 2002/COM Add-Ins.

    Note the information about the Web Page Wizard.
If you follow the same steps, expanding the Microsoft Excel 2000 branch instead of the Microsoft Word branch, you receive the message that Excel is not running, which is obviously incorrect.
