The Exchange 2000 Administrative Tools Are Not Installed During an Upgrade (286344)

When you upgrade to Small Business Server (SBS) 2000 or BackOffice Server (BOS) 2000 from an existing installation of SBS 4.5 or BOS 4.5 with Microsoft Exchange 5.5 installed, a red X is displayed for the Exchange Administrative Tools component of Exchange 2000 when Setup is finished. If you click Exchange Administrative Tools, you receive the following error message:
An unspecified error has occurred.
The C:\Exchange Server Setup Progress.log file contains the following entry:
[00:00:00] ScGetCurrentFlavorOfSetupInstalled
(N:\admin\src\libs\exsetup\exmisc.cxx:1121
Error code 0X8007203A (8250): The server is not operational.
CAUSE
This problem can occur on computers on which the Microsoft Internet Information Services (IIS) services do not restart in a timely manner when you are installing Exchange 2000 Server. Because the Setup component cannot accurately determine the state of the Inetinfo process (whether it is starting or stopping), the component times out, and continues with Setup. This causes the Administrative Tools installation not to succeed.
WORKAROUND
To resolve this problem, use these steps:
- Click Start, click Settings, and then click Control Panel.
- Double-click Add/Remove Programs.
- Click Microsoft Small Business Server 2000, and then click Change\Remove.
- Follow the instructions in the Small Business Server 2000 Setup Wizard. Accepting the defaults in each page. You receive a warning during Setup that states:
You must remove the Internet Mail Connector before upgrading to Exchange 2000 Server.
Ignore the warning and click Next.
- On the Component Selection page, make sure that the action for Microsoft Exchange 2000 is set to Upgrade.
- Click Finish when Setup is done. This starts Setup in Maintenance mode so that you can upgrade the Administrative Tools component.
STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
