The Exchange 2000 Administrative Tools Are Not Installed During an Upgrade (286344)

SYMPTOMS

When you upgrade to Small Business Server (SBS) 2000 or BackOffice Server (BOS) 2000 from an existing installation of SBS 4.5 or BOS 4.5 with Microsoft Exchange 5.5 installed, a red X is displayed for the Exchange Administrative Tools component of Exchange 2000 when Setup is finished. If you click Exchange Administrative Tools, you receive the following error message:
An unspecified error has occurred.
The C:\Exchange Server Setup Progress.log file contains the following entry:
[00:00:00] ScGetCurrentFlavorOfSetupInstalled
(N:\admin\src\libs\exsetup\exmisc.cxx:1121
Error code 0X8007203A (8250): The server is not operational.

CAUSE

This problem can occur on computers on which the Microsoft Internet Information Services (IIS) services do not restart in a timely manner when you are installing Exchange 2000 Server. Because the Setup component cannot accurately determine the state of the Inetinfo process (whether it is starting or stopping), the component times out, and continues with Setup. This causes the Administrative Tools installation not to succeed.

WORKAROUND

To resolve this problem, use these steps:
  1. Click Start, click Settings, and then click Control Panel.
  2. Double-click Add/Remove Programs.
  3. Click Microsoft Small Business Server 2000, and then click Change\Remove.
  4. Follow the instructions in the Small Business Server 2000 Setup Wizard. Accepting the defaults in each page. You receive a warning during Setup that states:
    You must remove the Internet Mail Connector before upgrading to Exchange 2000 Server.
    Ignore the warning and click Next.

  5. On the Component Selection page, make sure that the action for Microsoft Exchange 2000 is set to Upgrade.
  6. Click Finish when Setup is done. This starts Setup in Maintenance mode so that you can upgrade the Administrative Tools component.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

MORE INFORMATION

When you run SBS 2000 or BOS 2000 Setup from the Add/Remove Programs tool after an unsuccessful Administrative Tools upgrade, you see a "suite requirements" warning that states that you have the Internet Mail Connector installed and that you must remove it. This message is incorrect. The following issues exist:
  • When the Administrative Tools installation does not succeed, certain keys in the registry are not updated. The NewestBuild key under HKEY_LOCAL_MACHINE\Software\Microsoft\Exchange\Setup triggers the incorrect Internet Mail Connector message. When the Administrative Tools are installed, this key is incremented to a value that is above the 3,000 range. Without the tools installed, the value is less than 3,000.
  • You can safely ignore the warning about the Internet Mail Connector. At this point in the installation, Exchange 5.5 has already been upgraded. Exchange 2000 has been installed, but you cannot modify it because the tools have not been installed.
  • Because the Administrative Tools are not yet installed, the Exchange 5.5 tools have not yet been upgraded. Therefore, the Exchange 5.5 tools are still listed on the Start menu. If you try to start the Exchange 5.5 tools, they cannot connect to the directory service.
  • When you use Maintenance mode to change the Exchange installation, the component selection screen is updated very slowly. It may take a long time to expand or select Exchange components. This occurs because Exchange must traverse all of the trees to display the proper information.
  • When you click Exchange 2000 in the Component Selection page, the Current Version information that is listed below the table displays version 5.5. This occurs because of the value in the NewestBuild registry key. If the value is in the Exchange 5.5 range, "Exchange 5.5" is displayed. The NewestBuild key is updated correctly to the Exchange 2000 range after you install the Exchange 2000 Administrative Tools component.
