SYMPTOMS

When you attempt to connect to a Windows 2000-based computer that is running Terminal Services in either a Windows NT 4.0 or Windows 2000 domain, you may receive the following error message:
The system cannot log you on (573). Please try again or consult your system administrator.

CAUSE

This issue can occur if Windows 2000 was installed by using a Not for Resale version of Windows 2000, or by using boot disks that were made from a copy of the NFR version with a retail version of the Windows 2000 CD-ROM.

A server that is running a Not for Resale version of either Windows 2000 Server or Windows 2000 Advanced Server has a limit to the maximum number of simultaneous client connections it can accept. This client limit is set to 10 for Windows 2000. Not for Resale media does not perform a compliance check. The client operating system is not relevant.

RESOLUTION

To resolve this issue, remove the user limit (that is hard-coded to 10) from the Not for Resale version of Windows 2000 by upgrading it with the appropriate full retail version of Windows 2000 Server or Windows 2000 Advanced Server. You cannot use the upgrade version of these products; you must use the full retail version.

To determine if the product you are using is a Not for Resale version, right-click My Computer, click Properties, and then check the five digit Product ID (PID) number. The PID numbers are:
  • Windows 2000 Server NFR version: 51883
  • Windows 2000 Advanced Server NFR version: 51882

MORE INFORMATION

This issue may occur when the server is set for licensing for each seat or for each server. Available licenses are displayed in License Manager. This issue is not resolved if you add additional licenses. This issue is also not resolved if you stop the License logging service.

When this issue occurs, no events are logged.
