SYMPTOMS

When users with valid Microsoft Windows NT user accounts try to connect to Internet resources through a Web Proxy Server that they do not have access to, they may receive a blank page instead of a "407 - Access Denied" message.

RESOLUTION

To resolve this behavior, change the NTFS permissions on \Inetpub\Scripts\Proxy\W3Proxy.dll from "Everyone - Full Control" to "Everyone - Read (R)". Then grant the users or group Full Control to W3Proxy.dll.
