Cannot Use Users and Passwords Wizard After Installing Multilanguage Pack (285790)

After you install Multilanguage Pack (MUI) and choose a preferred language (such as French) for menus and dialog boxes, the Users and Passwords Wizard does not create new standard users, and generates the following error message:
The user could not be added because the following error occurred: the group name cannot be found.
CAUSE
Although well-known accounts (such as the Everyone and Interactive accounts) are localized in MUI, built-in accounts may not be. For example, the Power Users local group should not be localized.
The problem occurs because the wizard does not build the security ID (SID) for the Power Users local group. Instead, the wizard uses a hard-coded string that is defined in the program file resources. The string is localized when you choose the language in MUI. When you choose the French language, modifying the "Utilisateurs avec pouvoir" local group (the French name for the Power Users group) does not work because this group does not exist. The name of the group is still "Power Users" regardless of the current language settings.
RESOLUTIONA supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem. To resolve this problem, contact Microsoft Product Support Services to obtain the hotfix.
