When you are working offline and you look at the properties of a folder that has a home page, it is not clear whether the Make this page available offline option refers to Outlook or to Internet Explorer.

The option, in this case, refers to Internet Explorer. As long as you are connected to the Internet, you will be able to access this page even when you are working offline in Outlook.
