Cannot Access Properties for the Global Direct Mailer Resource (284182)

When you edit the properties for the global Direct Mailer resource in the Commerce Server Manager (MMC), the list of properties may be missing from the data pane in the MMC. Also, you may not be able to access the properties dialog box for the global Direct Mailer resource.
CAUSE
This problem can occur if the Delivery Locations property of the Direct Mailer global resource is modified to include only a numeric value. For example, if the property is set to a number such as 1.
