This article was previously published under Q283862

SYMPTOMS

When you are using Outlook Express, and you attempt to connect to a Network News Transfer Protocol (NNTP) newsgroup that is restricted to specific users, if you are one of the specified users, you may receive the following error message:
Outlook Express could not post your message.
Subject Test message, Account: Servername, Server: 'NNTPSRV', Protocol: NNTP, Server Response: '441 (620) Article Rejected -- Insertion into group (null) of article (null) failed.', Port: 119, Secure(SSL): No, Server Error: 441, Error Number: 0x800CCCA9

CAUSE

This issue can occur if the NNTP administrator attempted to restrict permissions for an NNTP newsgroup by granting Full control folder and file security permissions for the newsgroup folder, but the did not grant the System group permissions to the newsgroup file folder.

RESOLUTION

When you grant the specified user rights to the newsgroup file folder, the System group is required to have explicit access as well. For example, if the user that is specified is Test1, the minimum explicit permissions on the folder should be:

User1:
  • Read and execute
  • List folder contents
  • Read
  • Write
System:
  • Read and execute
  • List folder contents
  • Read
  • Write
