SYMPTOMS

When you attempt to remove a trusted root certificate authority by using Microsoft Internet Explorer, the certificate authority may not be removed or it may be reinstalled automatically.

CAUSE

This behavior can occur if the Update Root Certificates component is turned on. The Update Root Certificates component automatically updates trusted root certificate authorities from the Microsoft Update Server.

RESOLUTION

To resolve this behavior, turn off the Update Root Certificates component:
  1. In Control Panel, double-click Add/Remove Programs.
  2. Click Add/Remove Windows Components.
  3. Scroll down to the Update Root Certificates component, click the component to remove the check mark, and then continue with the Windows Components Wizard.

STATUS

This behavior is by design.
