After you apply this hotfix, the request ID is written as the most significant byte. This ensures that the serial numbers increase in order.
To enable the changed behavior, use the following command: certutil -setreg ca\HighSerial 1
restart server STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows 2000 Service Pack 3.
