SYMPTOMS

Privacy preferences that you specify on the Privacy tab in Internet options using the slider, the Advanced Privacy Settings dialog box (by clicking the Advanced button), or the Per Site Privacy Actions dialog box (by clicking the Edit button) affect only the Internet zone.

CAUSE

Privacy settings are designed to work only in the Internet zone. All cookies are automatically accepted or replayed from Web sites in both the Local Intranet and the Trusted zones, and no cookies are accepted or replayed from Web sites in the Restricted zone.

WORKAROUND

To specify cookie filtering rules for sites in your Local Intranet or Trusted sites zones, import a custom privacy preferences file that specifies cookie filtering rules for these zones. For information about creating a customized privacy import file, please see the following Microsoft Web site: NOTE: You cannot specify cookie filtering rules for the Restricted sites zone. If you add a site to the Local intranet, Trusted or Restricted sites zone using its NetBIOS or host name and then connect to that site using its IP address, then Internet Explorer interprets the site as being in the Internet zone instead of the Local intranet, Trusted, or Restricted sites zones. Similarly, if you uncheck Include all local (intranet) sites not listed in other zones and Include all sites that bypass the proxy server on the Local intranet sites dialog and remove any sites from the Local intranet Advanced dialog, then Internet Explorer interprets all Local intranet sites as being in the Internet zone instead of the Local intranet. In these cases, cookie filtering rules that you specify on the Privacy tab in Internet options using the slider, or the Advanced Privacy Settings dialog box (by clicking the Advanced button) are used. You cannot add Local intranet sites to the Per Site Privacy Actions dialog box using the NetBIOS or host name.

STATUS

This behavior is by design.
