FIX: Access Denied to MS DTC Performance Counters (282293)

Access is denied to Microsoft Distributed Transaction Coordinator (MS DTC) performance counters for everyone except the first user that requests them after the system starts up. The Microsoft Windows 2000 Application event log displays event ID 1008 with the following text:
The Open Procedure for service "MSDTC" in DLL "E:\winnt\sytem32\msdtcui.dll" failed. Performance data for this service will not be available. Status code returned is data DWORD 0.
CAUSE
The Msdtcui.dll file creates file mapping with a default security descriptor (SD) of the first client to enumerate performance counters, which allows that account access the MS DTC performance counters. If other users are not running under the initial client's account, they are denied access, whether those users are interactive users that are running the Perfmon tool or services such as the Application Center performance consumer.

STATUSMicrosoft has confirmed that this is a bug in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows 2000 Service Pack 2.
