Error Message: Logical Disk Manager: Volume Is Open or in Use. Request Cannot Be Completed (281393)

When you try to add volumes or partitions to a Windows 2000-based computer, you may receive the following error message:
Logical Disk Manager: Volume is open or in use. Request cannot be
completed.
After you receive this error message, the partition appears to have a
"healthy" status, but the file system type and partition name are missing.
CAUSE
Mount manager owns the handle. DmAdmin makes a call to get Mount Manager to open the handle before the device is fully installed, and this causes the Plug and Play request to remove the device. When this occurs, query remove generates a failure.
RESOLUTIONA supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem. This fix may receive additional testing. Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait for the next Windows 2000 service pack that contains this hotfix. To resolve this problem immediately, contact Microsoft Product Support Services to obtain the fix. To work around this problem, format the partition or volume.
