PRB: SQL Server CE Setup on Windows 2000 Error Message: The Installer Was Interrupted (281213)

When you try to install SQL Server CE on a Windows 2000 Server and you are logged in as any user who is not a member of the local administrators group, Server and Development Tools Setup will fail, and the following error message will appear:
You must have administrator privileges to install.
After you click ok in the error message dialog box, the following message appears:
Installation Incomplete. The installer was interrupted before Microsoft SQL Server CE Server Tools could be installed.
NOTE: Depending upon your system configuration, you might instead first see a different error message:
The system administrator has set policies to prevent this installation.
CAUSE
Only a user who is a member of the local administrators group can install SQL Server CE Server and Development Tools.
RESOLUTION
To resolve this problem:
- Verify that you have administrator access on the target system and that the administrators group has modify permission on the installation folder.
- Log on to the computer as a member of the local administrators group, and then run Setup again.
