You cannot open a new post message item in a folder when you view the folder's Web home page in Outlook (281032)

When you assign a Web home page to a Microsoft Outlook folder and then view the folder home page, you cannot use CTRL+SHIFT+S to open a new post message item.
WORKAROUND
To work around this behavior, select the post from the File menu. To do this, follow these steps:
- Start Outlook.
- On the File menu, point to New, and then click Post in This Folder.
