OL2002: Error Message 'Outlook Express Is Needed to Run Outlook' Appears When You Try to Send E-mail (280956)

If you remove Outlook Express and then try to send an e-mail from any program that uses Outlook, the following error message may appear:
Outlook Express is needed to run Outlook
When you click OK, another error message appears:
Outlook has caused an error in MSMAPI32.DLL. Outlook will now close. If you continue to experience problems, try restarting your computer.
This behavior can also occur when you try to start Outlook.
CAUSE
This behavior can occur because Outlook cannot run without Outlook Express.
RESOLUTION
To resolve this behavior, reinstall Outlook Express.
