813603. SYMPTOMS When a user who has the necessary permissions tries to
access another user's mailbox, the following error message may appear:
Unable to display the folder, cannot open the mailbox
for this user because the user does not have a server mailbox.
CAUSE This behavior occurs because the two users do not belong to
the same Exchange Server organization. This behavior is by design.
