OL2002: Users Can Design Custom Outlook Forms After Upgrade from Outlook 2000 (280926)

SYMPTOMS
After you upgrade their computers to Outlook 2002, you find that the users can design custom Outlook forms, although you had configured Outlook 2000 to prevent this.
CAUSE
This issue can occur because the upgrade does not automatically migrate the value NoOutlookFormsDesigner in the HKEY_CURRENT_USER/Software/Microsoft/Office/9.0/Outlook registry key to the Outlook 2002 registry settings.
RESOLUTION
To resolve this issue, use one of the following methods to add the NoOutlookFormsDesigner registry value to the Outlook 2002 registry settings: WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may
require you to reinstall your operating system. Microsoft cannot guarantee that you can solve
problems that result from using Registry Editor incorrectly. Use Registry Editor at your own
risk. METHOD 1: Use Deployment Tools
To make these changes on a large scale, use the Microsoft Office XP Custom Installation Wizard (CIW). Or, if Office XP is already in place, you can use the Custom Maintenance Wizard (CMW) to update the registry. For additional information about these tools, refer to the Office XP Resource Kit. METHOD 2: Update the Registry Manually
To change the value on a small number of computers, manually edit the registry:
- Start Registry Editor (Regedt32.exe).
- Locate and click the following key in the registry:
HKEY_CURRENT_USER/Software/Microsoft/Office/10.0/Outlook
- On the Edit menu, click Add Value, and then add the following registry value:
Value Name: NoOutlookFormsDesigner
Data Type: DWORD
Radix: Hexadecimal
Value: 1
- Quit Registry Editor.
STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
