This problem occurs because the Save My Settings Wizard in Microsoft Office XP does not save the security settings.

The Save My Settings Wizard in Office XP replaces the previous Microsoft Office Profile Wizard in Microsoft Office 2000 for saving the user preferences and settings of a Microsoft Office program. You can apply these preferences and settings to a new computer or re-apply them to a computer that has had its settings changed.
