Starting Services.exe Interactively Uses 100 Percent of CPU Time (280802)

When you start Services.exe from an interactive session, it returns immediately.
When you look at the performance data, you see that you have high usage of the central processing unit (CPU) for the instance of Services.exe that you just started.
RESOLUTION
You are not able to end this program by clicking End Task in Task Manager. You need to use a different tool, such as Kill.exe, from Support Tools.
STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
