When you attempt to mount an Exchange information store database in the Exchange System Manager, you may receive the following error message:
An internal processing error has occurred. Try restarting the Exchange System Manager or the Microsoft Exchange Information Store service, or both.

Error 0xfffffb3a starting database "StorageGroup\Database"
on the Microsoft Exchange Information Store.
The 0xfffffb3a error code translates to a -1222 error message which means "JET_errDatabaseSignInUse" (a database with the same signature is in use).
CAUSE
This error message indicates that another copy of the same database is already running. To verify that this is the cause of the issue, dismount all other databases on the server, and then attempt to start the database that caused the error message. If the database starts, and if the dismounted databases receive the same error message, the two databases have the same signature; therefore, they are copies of the same database.
RESOLUTION
To resolve this issue, ensure that only one copy of the database is running on the server at one time. If you are attempting to start the database to recover data, you can restore the copy of the database that you need to recover the data from (this procedure overwrites the current copy). You can also use a recovery server to recover the data.
