Cannot Connect to IIS After Using the Configure Internet Information Services Wizard (280013)

SYMPTOMS

After you run the Configure Internet Information Services Wizard from the To Do list, you may no longer be able to access your intranet or Internet Web site. You may receive one of the following error messages:
Microsoft Internet Explorer
Internet Explorer cannot open the Internet site http://servername
A connection to the server cannot be established

10061 - Connection Refused
Internet Security and Acceleration Server

CAUSE

This problem occurs because the Configure Internet Information Services Wizard does not require the IP address that you enter to match the IP address on the server's internal network card. When you use Internet Information Services (IIS) on the same server with Microsoft Internet Security and Acceleration (ISA) Server 2000, you need to configure IIS to listen only on the server's internal network card address. You can then configure ISA Server to accept requests on the server's external interface on TCP port 80, which is the standard port for Web (HTTP) traffic, and then redirect them to the server's internal IP address by using a Web Publishing rule. Running the Internet Connection Wizard (ICW) should configure IIS and ISA in this manner.

RESOLUTION

To resolve this problem, correct the IP address on which IIS listens:
  1. Click Start, click Programs, and then click Small Business Server Administrator Console.
  2. Expand Small Business Server BackOffice Manager.
  3. Click To Do List.
  4. Click Configure Internet Information Services.
  5. When you are prompted, enter the server's IP address for its internal interface (the default is 192.168.16.2), and then click OK. Click OK when you are prompted to confirm that the changes are complete.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
