If the MOUSE.COM driver is installed, the MOUSE OFF command deallocates the
driver from memory if no other memory-resident programs are loaded after
it. If the MOUSE.SYS driver was installed, the MOUSE OFF command disables
the driver, but does not deallocate it. Even if the mouse driver is
deallocated or disabled, the mouse hardware continues to send interrupts.
