SYMPTOMS
You may receive the following error message when you run Detect and Repair for Office 2000:
Microsoft Office 2000 SR-1 Professional
Error 1931: The Windows Installer service cannot update the system file C:\Program Files\Common Files\Microsoft Shared\VGX\Vgx.dll because the file is protected by Windows. You may need to update your operating system for this program to work correctly.
NOTE:You can run Detect and Repair for Office 2000 with either of the following steps:
- Click Detect and Repair on the Help menu in an Office 2000 program.
- Click Repair Office for a Microsoft Office product from Add/Remove Programs.
CAUSE
This problem may occur if you have Microsoft Internet Explorer 5.5, 5.5 Service Pack 1 (SP1), or 5.5 Service Pack 2 (SP2) installed. The version of the Vector Graphics Extensions (Vgx.dll) file that is included with these versions of Internet Explorer has the wrong checksum and is reported as a beta version. For example, the incorrect version of the Vgx.dll file that is installed by Internet Explorer 5.5 is:
Vgx.dll, version 5.50.4133.200 BetaVersion BETA, Office Version 10.0.803
The invalid checksum causes Microsoft Installer to determine that the file is damaged and must be restored.
On operating systems that do not support the System File Protection feature, the following Office version of the Vgx.dll file is installed by the Detect and Repair process from the CD-ROM or from the Microsoft Office Web site:
Vgx.dll, version 5.00.3014.1003, product version 5.00.3014.1003
RESOLUTION
To resolve or work around this problem, use one of the following methods.
Method 1
Click
OK in the error message dialog box to close the dialog box. Detect and Repair will continue to run normally.
Method 2
To prevent this error message from appearing, upgrade to Microsoft Internet Explorer 6.0 or later.
Method 3
A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem.

If you are not running Internet Explorer 5.5 SP2 (Version 5.50.4807.2300), you will receive the following error message when you try to install this fix:
This update does not need to be installed on this system.
NOTE: It has been reported that in some cases you receive this error message when you try to install this fix on a computer that is running Internet Explorer 5.5 SP2. If you receive this error message and your Internet Explorer version is reported as 5.50.4807.2300 when you click
About on the
Help menu, and the version of Vgx.dll on your system is 5.50.4133.200, then you may have to use the following command line to install the fix:
IMPORTANT: When you use the
/n:v switch, the switch turns off version checking and installs the fix regardless of your Internet Explorer version number. Do not do this unless you are sure that you need this fix and you are running the appropriate version of Internet Explorer (5.50.4807.2300). Installing this fix on a version of Internet Explorer other than 5.50.4807.2300 has not been tested by Microsoft and is not supported. You may experience other problems in Internet Explorer or Windows if you install a fix that was not designed for your specific version of Internet Explorer.
