You cannot view calendar working hours from another client (278936)

When you click Options on the Tools menu in Outlook, and then click Calendar Options on the Preferences tab, you can select the start and end times for your workday. These times are reflected on your Outlook calendar and when you create a new meeting or appointment. However, in a Microsoft Exchange Server environment, if a different client invites you to a meeting, they cannot see the start and end times that you have set for your workday on your client. They only see the start and end times they have selected on their client.
CAUSE
This behavior occurs because the view that you created in the local client that reflects the start and end times of your workday does not propagate to the Free/Busy time view from a different client when they create or request an appointment. They only see the start and end times for their workday, as selected on their client.
This is by design.
WORKAROUND
To work around this behavior, create a daily recurring appointment to display your out-of-office time block when the client's Free/Busy time is viewed by another client.
For example, if you work a 9 A.M. to 6 P.M. workday and want that time block to display on the Free/Busy time that is viewed by others, create a recurring appointment from 6 P.M. to 9 A.M. on the following day, click Out of Office in the Show Time As box, and then click Save and Close.
