SYMPTOMS

When you attempt to start, stop, pause, resume, or restart Terminal Services in the Computer Management snap-in, all options are unavailable. When you attempt to manipulate Terminal Services from a command prompt by using the net command, you receive the following error message:
The requested pause or stop is not valid for this service.

This behavior is by design.

It is not currently possible to perform any of these actions in Terminal Services. You may only change the startup value of the service.
