Microsoft MPEG4 version 3 codec is a licensed codec and cannot be used outside of Microsoft Windows Media Technologies (WMT). For example, you cannot use this codec through Video Compression Manager (VCM) APIs to compress video data. This restriction applies to other Microsoft software development kits (SDKs), such as the DirectShow SDK.
However, you can use MPEG4 version 3 in any Windows Media Technology application or SDK. For example, you can create a Windows Media Video file (.wmv) that is compressed with the MEG4 version 3 codec by using the Windows Media Encoder application or the Windows Media Format SDK.
