Mobile Information Server Installation Error Message: Error 29020. Failed to Populate AD (278229)

When you install Mobile Information Server, Setup begins typically. When the progress indicator reaches approximately 25 percent, the Active Directory update begins. At this point, you may receive the following error message:
Error 29020. Failed to populate AD.
Error
no: 0x8007003a.
The specified server cannot
perform the requested operation.
OK
If you review the Application event log in Event Viewer, the following event is repeated six times:
Event 1000 Source MsiInstaller
Error 29020. Failed to populate AD. Error
no: 0x8007003a. The specified server cannot
perform the requested operation.

Product: Mobile Information server: Installation operation failed

Windows cannot determine the user or computer name. Return value (1722)
If you click OK, the rollback starts, and the Installation Wizard finishes and exits Setup with no further errors.
CAUSE
The Domain Name System (DNS) server for this system is unavailable.
RESOLUTION
Check the status of the DNS server to ensure that it is online, and restart the installation of Mobile Information Server.
