FIX: Time Stamps Change When You Use MSI to Install a COM+ Application (277820)

Time stamps are changed on component dynamic-link library (DLL) files that are installed with COM+ Microsoft Installer (MSI). On Windows 2000, the creation and modified dates are set seven hours ahead. On Window 2000 SP1, the modified date is changed to the creation date (or a few seconds off from the creation date), and the problem reproduces well when the creation and modified dates differ.
